Which states will have the most laws to deal with Zika virus?

The states that have the greatest exposure to Zika will have to set up their own emergency protocols, which will include a process of waiting for the virus to pass before they can begin the process of putting restrictions in place.

The U.S. Centers for Disease Control and Prevention says the virus has infected about 4.7 million people, most of them in Latin America.
